GoSumsel – Pemerintah Kota (Pemkot) Palembang melalui Dinas Penanaman Modal Terpadu Satu Pintu (DPMPTSP) Kota Palembang, menjadi kota pertama yang mewujudkan integrasi data ( web service) validasi Surat Tanda Registrasi (STR) Dokter dan dokter gigi secara online berkerja sama dengan Konsil Kedokteran Indonesia (KKI).
Penandatanganan nota kesepakatan kerja sama kedua pihak antara KKI dengan Pemkot Palembang ini, berlangsung Jumat (6/9) di lantai IV gedung KKI jalan Teuku Cik Ditiro Jakarta Pusat.
Sekretaris Konsil Kedokteran Indonesia, Dr dr Gema Asiani, mengatakan, Palembang menjadi kota pertama di Indonesia, yang telah menerapkan validasi STR tersebut.
“Ini menjadi contoh bagi DPMPTSP di seluruh Indonesia untuk mengikuti jejak DPMPTSP Palembang untuk menerapakn validasi STR dokter dan dokter gigi secara online,”jelasnya.
Dikatakan Gema yang pernah menjabat sebagai Kepala Dinas Kesehatan (Dinkes) Kota Palembang ini, pihaknya sangat menyambut baik kerja sama yang bertujuan untuk memberikan pelayanan publik untuk mempermudahkan masyarakat memberikan pelayanan yang cepat, tepat, transparan dan aman.
“Dalam era revolusi industri 4.0 pelayanan berbasis teknologi adalah jawabannya,” tegasnya.
KKI yang saat ini sudah terintegrasi dengan Ikatan Dokter Indonesia (IDI) , Persatuan Dokter Gigi Indonesia (PDGI), sistem STR online ini sangat memudahkan baik KKI maupun pemerintah daerah dalam memberikan STR.
“Ini juga bisa menjadi solusi yang baik, di mana kita jadi bisa mengetahui di mana mereka (para dokter, red) praktek. Begitu juga Kota Palembang, melalui DPMPTSP, bisa mengetahui para dokter itu sah dan teregistrasi resmi,” kata Gema.
Dia merincikan, di Palembang Dokter yang telah STR berjumlah dokter umum sebanyak 2.440, dokter gigi 466, dokter gigi spesialis 34 dan dokter spesialis berjumlah 924.
Sementara itu, Sekretaris Daerah (Sekda) Kota Palembang Ratu Dewa mengatakan, penerapan STR dokter secara online yang dilakukan DPMPTSP Kota Palembang akan memberikan kemudahan validasi untuk keabsahan STR dan izin praktek dokter.
“Ini menambah kemudahan dan percepatan pelayanan perizinan di Palembang,” kata Dewa.
Diungkapkan Dewa, STR adalah bukti tertulis/dokumen hukum bagi dokter, bahwa dokter tersebut telah mendaftarkan diri, dan telah memenuhi persyaratan yang ditetapkan oleh Konsil Kedokteran Indonesia (KKI).
Sehingga, dokter tersebut secara hukum diakui oleh negara sebagai dokter yang mempunyai kualifikasi tertentu untuk melakukan tindakan kedokteran.
Adapun KKI, berdasarkan Undang-Undang Nomor 29 Tahun 2004 tentang Praktik Kedokteran, pada Pasal 1 ayat (3) adalah suatu badan otonom, mandiri, non struktural dan bersifat independen, yang bertanggung jawab kepada Presiden RI.
“KKI bertugas melakukan registrasi dokter dan dokter gigi, mengesahkan standar pendidikan profesi dokter dan dokter gigi dan melakukan pembinaan terhadap penyelenggaraan praktik kedokteran yang dilaksanakan bersama lembaga terkait dalam rangka meningkatkan mutu pelayanan medis,” jelasnya.
Ditempat yang sama Kepala DPMPTSP Kota Palembang, Akhmad Mustain, mengatakan, kerja sama yang telah terwujud ini, Palembang telah menjadi kota pertama di Indonesia yang menerapkan verifikasi STR Dokter secara online untuk perijinan praktek dokter.
“Jadi, bisa memangkas waktu pelayanan dan persyaratan pelayanan. Tidak perlu tatap muka antara pemohon dengan termohon. Bahkan, cukup satu hari, perizinan STR Dokter (untuk dokter umum, dokter gigi, maupun dokter spesialis, ini bisa selesai,” kata Mustain.
Ia menjelaskan, salah satu persyaratan dari izin praktek bagi dokter itu adalah menunjukkan STR yang dikeluarkan oleh KKI.
DPMPTSP Palembang selanjutnya mengkonfirmasi nomor STR, melalui database yang terkoneksi online dengan KKI.
“Jika STR itu dinyatakan valid oleh KKI, selanjutnya kami tanda tangani secara digital, dan izin itu akan kita berikan via email kepada pemohon. Jadi, benar-benar memanfaatkan teknologi, tanpa tatap muka, antara dokter umum, gigi, spesialis selaku pemohon dengan kita, DPMPTSP dan Dinas Kesehatan selaku unsur teknis dalam proses perizinan STR ini,” Mustain memaparkan.
Untuk saat ini, proses perizinan STR dilakukan melalui website. “Ke depan, akan kita kembangkan untuk ponsel, baik yang berbasis android maupun IOS,” kata Mustain pula.
Ia menambahkan, selain kemudahan dan memangkas waktu pengurusan, dengan STR online ini bisa meniadakan pungutan-pungutan liar.
“Penerapan STR Dokter ini juga bagian dari percepatan pelayanan publik dengan memanfaatkan teknologi informasi,”tandasnya.(gS/riil)
